Nemesis packs introduce non-player opponents into Vestige. They can be used in competetive, multiplayer, and solo modes.
These packs are quite different than scrap packs. Each nemesis pack introduces a non-player opponent into the game who then competes for victory with minimal upkeep. A pack contains their nemesis card (a sort of main, personality card that features the ongoing effect they have on the game world as well as the unique win condition they are striving toward) and 11 other cards that enable that character to do whatever it is they do. Typically these other cards go into the little stacks that go off when players reach trigger spaces on the scoring track, but they can do other things as well.
Nemesis play can be introduced in competitive games, and is at the heart of cooperative and solo play. If you are getting this game for coop or solo, you probably want all the Nemesis characters.
