Develop industry in XIX-XX c. Vilnius through different eras: rivers, rail and modern.
Each turn player will draw limited resources from the bag, and use them to build factories. Besides victory points factories allow to get production needed for other factories, to fulfill orders and long term projects. You can use factories of your opponents to help fulfil your orders faster, but you will give them extra resources.
