In the bustling Metropolis, a newly constructed beacon of opportunity, a steady stream of citizens are drawn by the promise of a fresh start. Agents (the players), advocates of the organization known as “The Agency”, are charged with the vital task of fostering a harmonious environment and delivering unparalleled service to the citizens under their protection while also strengthening their own reputation inside the organization.

In the pursuit of victory, players must use their Cheeky Gizmos (Action Cards), to increase their Reputation while hindering their rivals' efforts to do the same. Their Cheeky Gizmos help them to perform strategic moves, such as allocating Citizens or adjusting the Satisfaction Index of the city’s Specialists. This is though easier said than done, as players must be ready to defend themselves against unforeseen events caused by the malfunctioning Event Generator (Event Cards).
