Spin the three arrow spinner and choose only one of the three moves indicated:

Take any car (as indicated by the short arrow).
Take any ticket (as indicated by the long arrow) however you can't do this unless you have an empty car.
Take any rider (as indicated by the medium arrow) however you can't do this until you have the proper car to put him in and you must return a ticket for ever rider you put in a proper car.

Place the cars and riders as you get them in their corresponding slots on the track in front of you.

The first player to get all of his characters aboard is the winner
